Human Services Insurance Programs We are proud to have been associated with the field of human services for over 13 years. This has included a dedication to those agencies having a mission to support individuals with various diagnoses--- including mental retardation; mental health; autism; and emotional challenges. Our partnership with our clients has led to the development of various policies and risk evaluations for the challenges which they face in their field. Through the years, we have published articles addressing such issues Family Living Programs; Intermediary Service Organizations; Act 28 criminal act implications (Pennsylvania); and the risk management interface with social service initiatives. As also noted, there are two insurance programs which have been developed: The Protection Plus Program—a commercial Package insurance program, which is underwritten by Philadelphia Insurance Companies and the Eagle Workers Compensation Trust- a self-insured pool for workers compensation.
